JOB DESCRIPTION
Under the supervision of the Project Officer and in collaboration with the Ministry of Commerce, Trade and Industry of Zambia, the consultant will be responsible for the following tasks: 1. Critical review and enhancement of national industrial policy • Conduct a thorough assessment of the existing national industrial policy and its responsiveness to the objective to structurally transform the Zambian economy and identify gaps and areas for improvement • Propose needed policy enhancements and adjustments • Propose enhancements on the coordination of policy formulation and implementation between separate industrial policy structures 2. Contribute to the development of a stand-alone National Battery Strategy that will map the critical path that Zambia should take in order to promote manufacturing of electric vehicle batteries and battery precursors, including processing of critical minerals in order for the country to benefit from the surging demand for these products. 3. Industrial statistics capacity • Assess the institutional capacity and infrastructure for the collection, analysis, and dissemination of industrial statistics within relevant government departments • Advise on best practices for the collection, analysis, and dissemination of industriaI statistics. • Recommend industry statistical models to inform decision-making and policy formulation.
An advanced university degree, Master, in economics, industrial policy, or related fields is required. At least 10 years of international experience in industrial policy analysis and advisory services, preferably in developing country contexts is required Expertise in developing innovative industrial policy solutions for value chain development is required
