Nature of Position:

Following the change in the political landscape in Syria in early December 2024, the focus of the Syria operation shifted towards return and reintegration-centered priorities rather than regular refugee and displaced protection activities, due to the significant return of Syrians from neighboring countries.

The strategy adopted by the operation includes repositioning around return and reintegration by shifting from displacement management to enabling sustainable returns through investment in area-based solutions integrating protection, shelter, livelihoods, and local governance. The Strategic partnership adviser will play a key role in bringing the eyes of the donors, to these activities, despite that donors and diplomatic community are currently establishing their footprint in Syria.

The Strategic Partnership Adviser provides strategic leadership and oversight of all external engagement, donor relations, communications, and advocacy activities for UNHCR’s Syria operation one of the largest and most politically complex in the organization’s global portfolio, the incumbent report directly to the Representative.

The incumbent will lead a multi-functional, high-performing team responsible for developing and implementing a comprehensive external relations strategy that supports UNHCR’s protection and solutions mandate in Syria. S/he will play a pivotal role in positioning the operation with traditional and non-traditional donors, multilateral institutions, development actors, and key regional stakeholders.

Given the evolving humanitarian context and the growing emphasis on resilience, durable solutions, and return, the incumbent must integrate advocacy and resource mobilization efforts across both emergency and long-term strategic frameworks.

The incumbent will engage regularly with senior counterparts in donor governments, UN agencies, NGOs, and diplomatic missions, advocating for sustained and principled humanitarian support while ensuring alignment with the broader UNHCR global strategy. In close collaboration with Operation and Protection.

Staff members in Damascus are currently required to reside in designated hotel accommodations, but they can move freely within the city with few restrictions.
